It is also possible for some international students to receive zorgtoeslag, which is health insurance allowance to help with the costs of Dutch health insurance. If you work in the Netherlands, health insurance is compulsory. You can claim a portion of the amount per month to help with your insurance costs. However, there are of course some pre-conditions that must be met before you can claim allowance. First, you must:
The latest you can apply for insurance allowance is the 1st April of the following year. So for example, you must apply before April 1st 2013 in order to receive allowance for your 2012 insurance costs.
The system has changed for 2012 applicants. You can now do everything online. However, the process is currently only in Dutch, but Studentify has worked hard to provide you with an English translation! You need to start at the website www.belastingdienst.nl/toeslagen. Here you need to go to “Inloggen op Mijn toeslagen - > ga naar de inlogpagina” (Log into my allowances -> go to log in page).

Through this page you can log in to “Your Allowances”. Click on the button > inloggen, and log in with your DigiD. If you don't have a DigiD yet, please check our guideline “How to get a DigiD”.

Please log in with your Username and Password, and click on Login.

Here you can apply for and monitor your allowances. In this guideline we will apply for the Health allowance. Click on the option “Aanvragen” (Apply) for Zorgtoeslag.

You need to fill in the date on which you want the allowances to start. Secondly, you need to answer the question: Do you have a partner? Ja (Yes) or No (Nee).
Then click on the button “Ga verder” (Next).

To start the application, click the button “Volgende” (Next).

Fill in the date you want to start receiving health allowance and answer the question: do you have a partner? Click Ja for Yes or Nee for No. Then click the button “Akkoord”. If you have a partner you wil both have to sign the application. Before you click the button “Akkoord”, you need to approve of the next three things:
1. The belastingdienst (tax office) can provide information about one partner to the other.
2. You and your partner can change each other's details.
3. You will pay back any excess allowance.

The first question is already filled in - you will enter your income for the year 2012. The second question is also already answered - your income is currently unknown to the tax office.
You will then be asked to enter your income (Uw (nieuwe) inkomen over 2012). Take your monthly income and multiply it with 12 (13 if you have an extra month) and multiply that with 8% (vacation money). Watch out! Something employers pay you your vacation money at the end of each month. If this is the case for you, you don’t need to multiply with 8%. If you entered everything correctly, click on the button “Akkoord”.

Please fill in the bank account number the one you would like the tax office to send your allowance to. When you’re ready, click the button “Akkoord”.

Here you will find a summary of all the data you have filled in the application. Please check everything over to make sure it is correct. If you agree, click on the button “Akkoord”.

Once you have checked your name and burgerservicenummer to make sure they are correct, click on the button “Ondertekenen en verzenden” (sign and send).
You have now officially applied for health allowance.

The application is sent to the tax office. The tax office will send you a letter within 8 weeks called “voorschotbeschikking”. In this letter there will be a provisional calculation of the amount of allowance you will receive.

Possible error. Fout bij verzenden (Error at sending) - Note: You may receive this message once you've completed everything.
There has been an error. You can click on the button Ja (Yes) to transmit the data again. If you click on the button Nee (No), the data will be saved, but not sent to the tax office. Please note that if you click Nee (no) you will not apply for the Zorgtoeslag.
